Officeholder decisions – the most valuable B2G signal about upcoming procurements
Thousands of decisions that never appear in Hilma reveal what the public sector intends to buy — and on what budget.
Officeholders in municipalities and wellbeing services counties make thousands of decisions that never appear in Hilma or in tender portals. For a seller these decisions are a crystal ball: they show precisely what an organisation intends to buy, on what budget, and who it already works with.
Reading officeholder decisions is one of the most effective ways to anticipate large procurements and to influence them months before the official tender begins. There is a catch, however: by law officeholder decisions are often kept online only for the period allowed for requests for review, typically 14–21 days. If you miss a decision during that window, a valuable sales lead disappears from the web for good.
What do officeholder decisions reveal? Two real examples
When a municipality or a wellbeing services county orders consultancy, a preliminary study or a survey, it is a sure signal that a significant procurement is being prepared behind the scenes.
Example 1: Budgets and timetables handed to you on a plate (North Savo wellbeing services county)
- Decision (June 2026): The wellbeing services county decided to launch a preliminary study project worth EUR 37,000 on a digital solution for communication with next of kin.
- What can be anticipated from this? After the preliminary study comes the actual software procurement, buying a communication platform (SaaS) and its implementation services. The text of the decision also reveals perfect sales intelligence: EUR 200,000 has been reserved for the whole project for 2026–2027, of which exactly EUR 163,000 remains for the follow-up implementation after the preliminary study.
- Action for the seller: Software houses and providers of communication solutions should act on this at once. The tender is likely to open in late 2026 or early 2027, and by contacting the contracting authority now you can help them choose the right technology before the requirements are locked in.
Example 2: The early stages of large ecosystems (the Kaustinen sub-region)
- Decision (March 2026): The sub-region published a preliminary study on the industrial parks of the KASE Parks project, combining data centres, biomass and renewable electricity.
- What can be anticipated from this? Although this individual decision is expert work below the national threshold, it is the starting gun for massive investments. Over the next one to three years the area will most likely tender data centre infrastructure construction, energy consultancy, works contracts and project management services.
- Action for the seller: Players in the infrastructure and energy sectors should add this area to their long-term monitoring and start a soft market dialogue already during the concept stage.
A glimpse of a competitor's price tag and direct awards
In addition to future needs, officeholder decisions are an unforgiving window into what your competitors are doing. When a city makes a direct award below the threshold, it is recorded as an officeholder decision.
From these documents you can see, straight to the bottom line:
- What was bought and from whom: You see exactly which of your competitors receive direct awards.
- The exact pricing: The decisions often state directly the sum in euros charged by a competitor, and even the hourly rate used. This gives an overwhelming advantage in refining your own pricing strategy.
How Tendera surfaces the decisions that matter
Manually browsing tens of thousands of decisions that are online only briefly is in practice impossible.
Tendera fully automates this process. The service automatically collects officeholder decisions, and they never disappear from us. The data can be searched in many ways, with keywords and broad filters; the results can be summarised by AI, or you can ask the AI directly about the decisions. You can easily save searches and are notified automatically when officeholder decisions of interest to you are published. That way you are first at the negotiating table while your competitors are still waiting for the tender portals to update.
