Small-scale procurements – the fastest route to growth in public procurement
Procurements below the national threshold are an SME's most agile route to public-sector customers.
What are small-scale procurements?
A small-scale procurement is a public procurement whose value stays below the national threshold in the Procurement Act. In Finland the threshold for goods and services is EUR 60,000 and for works contracts EUR 150,000 (excluding VAT). As the strict Procurement Act does not apply to these, the procedures are more flexible and notices do not have to be published in the official Hilma portal. In fact, only around 10% of small-scale procurements are estimated to end up in Hilma.
This makes small-scale procurements an excellent opportunity for SMEs to open the door to public-sector customers.
A hidden market worth billions
A surprising number of small-scale procurements are made in Finland. Because individual procurements are relatively small in value, their massive total volume goes unnoticed by many companies.
In public purchasing from competitive markets, large procurements above the thresholds are worth around EUR 15 billion, while small-scale procurements below the thresholds reach as much as EUR 16 billion (ptcs.fi). This is literally a market worth billions. If your company focuses only on massive public tenders, you leave a huge number of more agile and faster-closing deals on the table.
Why is there less competition in small-scale procurements?
One key reason why small-scale procurements are often the "easiest leads" in public-sector selling is the competitive situation.
Large, widely advertised tenders attract plenty of bidders, but in smaller procurements there is often only a handful of competitors. According to data (sailab.fi, 2021), more than half of public tenders receive at most three bids, and as many as 22% of procurements receive only one bid or none at all.
Why is this?
- Fragmented information: Small-scale procurements are not announced nationally; the information is scattered across municipalities' own websites and separate small-procurement portals.
- Direct awards and light procedures: Contracting authorities have their own rules, under which they can request a bid directly from a few known suppliers by email, without an open bidding round.
This creates an opportunity for alert companies: when competition is light, an active bidder can win the contract with relative ease.
From reactive waiting to early influence
Many companies' B2G sales strategy fails because they try to win procurements reactively. By the time a request for bids lands in your inbox or a notice appears in a portal, it is often hopelessly late. The criteria may have been locked in with a competitor's help, and there is no real room for negotiation left.
The real competitive advantage in small-scale procurements comes from recognising the quiet signals in the municipal field. Before any city asks for bids on new software, expert work or equipment, a digital trace has already appeared in early-stage documents such as:
- procurement plans and project plans
- needs assessments and preliminary studies
- design kick-offs and investment plans
- the agendas and minutes of committees
Once you recognise these signals, you can contact the contracting authority months before the tender documents, position yourself as a specialist and influence the content of the procurement.
How does Tendera turn small-scale procurements into proactive sales?
Manually browsing the minutes and plans of hundreds of municipalities is impossible for a human being. That is why Tendera has built a platform that turns the fragmented data of public administration into direct sales opportunities.
| Feature | The traditional model | Tendera's AI model |
|---|---|---|
| Processing the data | Manually monitoring dozens of tender portals. | The service filters municipal decision data for you, and the AI identifies the projects that are relevant to you. |
| Timing | Reacting to a request for bids once it is already public. | Early influence: you learn about investments at the planning stage, before the tender. |
| Visibility | Small-scale procurements outside Hilma are easily missed. | All the data — from early signals to small-scale procurements published in portals — in one view. |
Summary: make small-scale procurements part of your sales strategy
Small-scale procurements are win-win: the contracting authority gets the solution it needs flexibly, and your company gains a new reliable customer and a valuable public-sector reference. Every small-scale procurement you win builds trust and acts as a springboard towards larger contracts.
Stop monitoring tender portals and move to leading with information. With Tendera you are always a step ahead of your competitors and make sure your company is first at the negotiating table when municipalities make their real procurement decisions.
